Much of the discussion about management is rhetorical.
It does not matter whether management is a science or an art. The difference between science and art is a matter more related to definition than to substance.
It does not matter that a person is born an administrator, or that he acquires administrative ability from experience. What concerns us is the final result.
It does not matter whether the administrator has a broad or average culture, as the subject does not begin and end with culture.
